Cabinet Committee on Economic Affairs approved the project on 27 January, 2016.
Background:
National Highway N1 and National Highway N2 connects Dhaka to two very important cities, Chittagong & Sylhet. Moreover, traffic from these highways enters Dhaka around the same corridor. This creates significant congestion in the south of Dhaka for vehicles entering Dhaka using Highway N1 & N2 and heading towards the northern part of Dhaka. Therefore, RHD is proposing a new high-quality gateway of Dhaka through the development of 13 km 4-lane access controlled tolled expressway from Chittagong Road to Hatirjheel, with a trunk road from Tarabo connecting the expressway at Demra.

The proposed road starts at Chittagong Road of National Highway N1 and will cross Jatrabari-Sultana Kamal Bridge Road (R210) and ends at Hatirjheel near Rampura Bridge Road. Chittagong Road- Demra-Amulia-Shekherjaiga-Hatirjheel (Rampura Bridge) is 13 km in length and is expected to establish a strong connectivity among the capital city Dhaka to Chittagong, Sylhet, Narayangonj and other eastern districts of Bangladesh.
Objective:
a. To create an Alternate and congestion free new Gateway of the Dhaka City
b. To provide better connectivity of Dhaka with Narayangonj, Chittagong, Sylhet and other eastern and south Eastern districts of Bangladesh
c. To improve the quality of life of the road user of this corridor
Project Scope:
• Design Build Finance of Project Highway (Development of 13.5km, 4-lane access-controlled toll Highway and two toll-free service roads)
• Maintenance and Operation of 4-Lane Toll Highway
• Construction and Maintenance of Service roads, Toll Plaza, Central command control center etc.
• Hand back of the service roads after 36 months from COD
• Hand back of the Toll Road upon expiry or termination of the PPP Contract

Note:
Consortium of China Communications Construction Company Limited (“CCCCL”) and China Road and Bridge Corporation (“CRBC”) signed the PPP Contract on 09 January 2022 and formed SPV named Dhaka RAD Elevated Expressway Company Limited.
